Remember that Obama promoted treasonous administrators and fired patriots whenever possible, and when a treasonous spirit can't be verified the logical choice (if you're a bad guy) is to promote incompetence instead, rewarding ideology and kiss-my-butt-ism over performance. He had 8 years to do that. Going along with Trump's general strategy as demonstrated by his white house staff and cabinet, he'd let the bad apples stay cozy until the last minute.
But yeah, that's a lot of "loss of confidence" to be replaced. Definitely not business as usual.
