Hmmm. Tricky. one image might be, a stylized map of Ukraine, with plenty of citizens looking around kind of not knowingly, with nazi figure caricatures among them, here, there, over there. Indicating the idea of infiltration into the larger ukrainian nation while emphasizing that most Ukrainians themselves are not necessarily nazis.
Or a meme that shows the legitimately elected President being deposed by a color revolution and replaced with a globalist puppet (as happened I think in 2015?)
A nazi puppet master pulling the strings of the Ukrainian govt.... in image form. This would highlight the puppet master control aspect of how govts are controlled, and by insinuation emphasize GOVT but not The PEOPLE.
Hard for me to whip any of those images up, however. I think the Canadian Nazi Honoring incident, however, is probably great fodder for memetic war.

Those political cartoonists are great at this stuff. I'm with you, need skills to do those.
