You’re exactly right. Trump was being sarcastic because Newt gave him such high praise by calling him a “phenomenon”.

Praising someone else highly doesn’t make you praiseworthy. Being praiseworthy means YOU deserve praise. So Trump is telling him be more deserving of praise himself.
