The fact that some people were not tried at Nuremberg does not alter the other fact that those that were tried at Nuremberg for war crimes were executed if found guilty.
You can't associate Nuremberg with those not convicted there.
If al the thousands of other Nazis never immigrated but vowed to become priests instead and did God's work the rest of their lives as their penance, would that cause everyone to view Nuremberg any different? Of course not.
