This is coercion and the person who wrote this policy is guilty of violating the Nuremberg code. That person needs to be prosecuted for this death penalty offense.
If they don't want to be executed, that's fine -- we can have a Truth and Reconciliation Commission where they can grovel and beg for forgiveness, publicly state that this crime against humanity should never be repeated, and turn state's witness against their co-conspirators.
If they aren't willing to do that, fine -- death penalty then.
