Okay so now they have your attention and they know it works. Even came 2 minutes early in case you decided to be cute and turn off your device. They know it works now. Next time it gets used you aren't going to get any warning... and it ain't going to be a message.

The concept of sending emergency warnings to phones is not illegitimate in itself. A non-corrupt government having the ability to warn people of, I dunno, an incoming Tsunami or dam break or something would be a useful tool. Useful in cases of something where people could actually take action to protect themselves in some way. It shouldn't be the only way of notifying people--even these days, not everyone has phones--but given that so many do, it's not illegitimate in itself.
