Ironically it's that easy to end gang violence too, all it takes is a group of people whacking the head of the snake so to speak. All the police does with all the surveillance is to go after the lower level dealers and kids whom the gang use to commit the crimes. Kids that can't be convicted, and if they're put in prison all that does is to further introduce them to the gang as they hang out with their fellow gang members.
