This is not a "deep state" operation imho. This benefits Russia, who has an end in sight for Ukraine and China, who has an opening to retake Taiwan. It is a calculated move by the Russians to stop us from shipping arms to Ukraine. Sort of like if you want to stop a doctor from putting a tourniquet on an ankle you shoot the femoral artery
