For those thinking that this is going to backfire...

This is going to go exactly the way they think it is.

We're under the impression they are trying to avoid war with the citizens.

They are not. They are trying to force a quasi civil war. They don't even care if "they" win. Both sides are disposable. The best outcome is a long drawn out campaign of guerilla warfare that steadily decimates the entire population and the infrastructure along with it.
