No they don’t.

I just saw an article where Israel is going to open up the cash of weapons that they have stored, so civilians can go collect their guns and use them. I don’t know why they’re not allowed to have them at home, but they don’t work very well when the arms are stored somewhere else, and you need permission to use them.
