I think this was planned to occur after HRC entered office in 2016, they thought she would never lose.

Remember the Fast and Furious gun running scheme during the Obama admin where the ATF lost 2000 AK-47 at the border? I think they have been preparing for this event for many years. Trump winning in 2016 stopped the plan.

Having 2000 illegals shooting up our country with AK-47s would have been the perfect event to ban assault rifles which would have been on HRC's agenda.
