The thing is, Israelis are pretty armed too, to the degree that they could have returned fire. So why the seemingly easy “terror attack” happened is still unclear.
They do allow gun ownership... but citizens are required to have their guns stored at a gun dealer and/or shooting range and are only allowed to check out their guns if they have papers / licenses for a hunting trip.
Because of these rules - yeah no one owns a gun because what is the point to own a gun when its basically just a tool you can rent while at the shooting range.
