The musket was top of the line military equipment during the time the 2nd amendment was written. Also, cannons, which civilians owned too.

Many of the battalions during the civil war were started by the wealthiest in a county who would buy their own artillery and rifles, recruit thier neighbors as troops and train them themselves.
