Can anybody tell what's going on with the pants in this photo?

The top half of Biden's outfit is neatly pressed suit, but the pants are a poorly fitted wrinkled mess. The right leg doesn't even look human. Left leg looks strange between knee and foot. Is this a really bad Photoshop job?
