He doesn't have one.

After thinking about what he said, nothing contradicts with Q or the plan.

He was very jarring in his delivery, even Dave was reeling there for a bit, but I don't see a problem.

There are those who will respond favorably to Flynn's delivery, and that will only wake more people up in the end, so all good.
