Thanks for the addition, u/FractalizingIron, that was also the speech in question I was able to locate on YouTube. Though I wasn't sure because it was in front of a government background and thought it could have been used for multiple speeches. However, that was the one that aligned with the background in this tweet video so I figured it had to be it.
