Unless Biden himself posted this photo - which we all know is not how this works - then the person responsible for doing so broke the law. Only the President & the original classification authority can declassify this & it would have had to go through layers of review if the legal process had been followed. Remember what happened to Seal Team 6 after they were “outed”?
