Hmm, I just noticed you skipped the ... after process in the green box. So both sides are referring to SSS. I'm gonna stick with Steve Scalise Speaker for now, but would be interested in other interpretations if you got em.

Also, "X22" has the 22 as well. I'm thinking the 22 holdouts was actually a 22 comm and that and these are using 22 as a "take down" symbol.

For reference this news story has N.O., 22, "D-haul" and other similar markers. Also check Britney's "abortion" story.
