Surely this can't be 80 years old, this cartoon is so 'of the moment', its uncanny. Notice the the 'Totenkopf' Nazi, death skull insignia on the arm of the Ukrainian fighter - you cant't tell me this cartoon wasn't drawn to satirize NATO.
