I wouldn't make it complicated, Flynn doesn't want people kicking back and waiting for the military, he's just clearing up a misunderstanding. He wants what Trump wants, for people to take action wherever they can. If I'm not mistaken Hayes said there are several ships ported around the globe conducting military tribunals. So we can argue about the word control.
