Facts:

--41 y/o was trained at a US Army Reserve as a firearms instructor --history of domestic violence --was recently committed to a mental health facility --reported hearing voices and had threatened to carry out a shooting at the military training base in Saco, Maine.

so...who let him have a weapon? who let him loose on the public with a weapon?
