That's what happened with the guys that shot Seth Rich. They were simply hired MS13 pawns.

IIRC Equador made that prison and threw 40k criminals in it, which was supposed to include a substantial number of MS13 members.

I wonder how much that has affected the DS's ability to cause accidents
