Take this for what you will... it's not unlikely that they are coming from a manipulated foster care system and through adoptions. I'd venture to say there's a great deal that come from orphanages too. It would all have to be coordinated and under the radar. I'm taking this from blurbs I've seen elsewhere so again, take it for what you will.
