Ummmm bifurcate means split in two. According to Gaetz that means two different votes. bifurcated: 1 adj divided into or made up of two parts "socially bifurcated populations" Synonyms: divided separated into parts or pieces

Exactly - it means that the approved amount will be split in two, amongst Israel and Ukraine. That means one cannot be withheld and the other granted - considering the spending bill is already approved.
