Harry Truman brought the security state into existence when he signed the 1948 National Security Act. He soon regretted this and it became crystal clear that the CIA had gone rogue after November 1963.
Here is what Truman had to say days after the death of Kennedy:
“For some time I have been disturbed by the way the CIA has been diverted from its original assignment,” wrote former president Harry Truman in the Washington Post on December 22, 1963. It was exactly one month after the assassination of President Kennedy.
“It has become an operational and at times a policy-making arm of the Government. This has led to trouble and may have compounded our difficulties in several explosive areas,” Truman wrote.
JFK also mistrusted the CIA and the Bay of Pigs only deepened his suspicions.
The Bay of Pigs invasion, which began on April 17, 1961, featured a United States-sponsored force of Cuban anti-communist exiles, who landed in their home country only to be routed by forces loyal to President Fidel Castro. The failed invasion took place just three months into John F. Kennedy’s administration, and, writes historian Joshua H. Sandman, “revealed to the President that he could not give his complete trust to the experts.”
According to Sandman, after the invasion Kennedy felt he needed a new way to conduct sensitive foreign policy. It was the height of the Cold War, and JFK felt that he could no longer trust the CIA, along with much of the foreign policy establishment he inherited, including the National Security Council.
So, in my opinion, the operational phase of the Q operation was most likely set in motion by Kennedy and the Generals he tasked with its execution expanded on his orders and further developed the plan upon his assassination by elements within our government. Im looking at you Dulles, Johnson and Bush.
