They would actually have to create something to be caught in the 'sting' set up for them. "re-labeling the flu" gives them plausible deniability.

I believe you are right. Something was developed and put out to harm people. Just cause we can't isolate a virus or even conclude a virus exists, doesn't let the DS off the hook on this one.
