Better yet, stop "rescuing" them. One of the things that caused the British Empire to fall was its aversion to the death of "innocents". So Indians would lay down in front of tanks and stuff and the English wouldn't run them over.

These guys go out on rafts without water life jackets, crowd in tight, and wait to be "recused". STOP "RESCUING" THEM AND THEY'LL STOP DOING THAT. It's literally not Spain's business if these guys want to intentionally put themselves in danger.
