Yes and no. Let me start with the"no". The rot began in 1913 ... exacerbated in 1971 and continued in 2001 and 2008 ....

"FIAT currency scam".

The other appearances of a deadly disease: using overseas dangers to suck America dry, etc, are merely side effects of the same issue.

Now on to the "yes".

How did this rot happen? How was it instituted? It was not instituted by us, now living, but by those living in 1913 and before ....
