You can put the emphasis on any of those words and make it sort of true in their eyes.

For example: "The world is not secretly manipulated by GLOBAL elite" (The elite is not global)

Or: "The world is not SECRETLY manipulated by global elite" (The people who pay attention will know the manipulation is out in the open, nothing secret about it).

These are the word games they play. It is what the media does too. Doctors. Et cetera.
