It is by design. Democrat controlled areas have engineered black communities to fail. From planned parenthood abortion to the replacement of black fathers with welfare to the pushing of thug culture to failed inner city schools and on and on.

However there is no help that anyone can offer that demographic unless they choose to untangle themselves from D rule. I’ve had this discussion with many black people. They refuse to give up welfare for anything. They will not turn away from the D party and absolutely do not want accountability. Many admit the black community is being used by Ds but still refuse to consider anything else.

Hispanics, Asians, every other group escapes this. Or at least the D party doesn’t have the hold they have on black community in America. Except for maybe the LGBT+++ community and affluent white liberals.

When black individuals turn from the D party, the rest of the black community hates them. They are loathed and ostracized. I feel sorry for black Americans who wake up bc of the intense rejection they experience but unless there is a significant change where many many black Americans wake up and switch, there is no help.
