I know it has been done on a smaller scale with individual hand pump wells. The hand pumps always got stolen for scrap.

I'm sure it has been. But after a while the well breaks, or somebody runs it over, and then they just shrug and go back to drinking out of the muddy river again and we all say 'gee I wonder why we don't just go drill some wells for them and all those problems will be solved." repeat forever.
