ideally it should be the proper authorities, but if they are not doing their jobs, it'll turn into vigilantism with reprisals after reprisals after reprisals devolving into civil war.

Not sure about that. Let's say every home owner has a gun and home invaders start getting shot and killed. The home invasions would stop.
