So, the 400mm would have been moved under obama's tenure, ending 2016. That was when the Trump/Clinton campaign was operating. They all anticipated an easy Hillary win - was the 400mm for the Hillary election and 'they' never got their result? Or is this saying that the 400mm was held for future use in foresight of Trump/Biden contest in 2020?
