I don't see how.
I voted for NOT Newsom in the recall election. I contacted the elections organization (I forget the name) to CONFIRM who they have me on record voting for. They told me serialization of ballots is illegal in CA. Once the vote is cast, it cannot be tied back to the voter.

I just don't see how cheating could even be possible within a system like this! I mean, they couldn't have scanned as many ballots as they needed with a vote for Newsom in order to win...

(Yes, this was sarcasm, it was rigged all the hell)

Seriously though... an election that cannot truly be audited is an election that could never be trusted.
