I thought the whole idea of the internet was to be a resilient system, something that could withstand all kinds of damage and still find a way through?
It depends how much is down.. it can reroute, but at some point it's gonna narrow down to a datacenter data connection.. no matter how big, it still a localized site.. not all sites have regional hot backups..

Agreed. The Internet is very resilient but individual ISPs or telephone exchanges not so much.
