California one is footage of V-22s assigned to Marine Helicopter Squadron One. Specifically the “Whiteheads” or executive detachment. The same Squadron also operates Marine One.
If I recall correctly. That particular clip is from a while ago and was preparation/Drills for a Biden visit to the area. I forget the exact reasoning. The V-22s are usually used to provide logistical support and transport around Security Teams and the Press Pool when a Motorcade is inadvisable or unnecessary.
The New Jersey clip I honestly don’t know. The Feds sell a shitload of Military surplus to Law Enforcement for use with tactical and SWAT. Which can sometimes leave it not readily obvious whether Men in the equipment are Law Enforcement or Military.
Many Departments have either been forgoing Surplus Kevlar in favor of buying their own. Or readily modifying it to clearly state POLICE, SHERIFF, SWAT or something else denoting them as LEOs. Though it’s not universal and sometimes also depends on the location and Officers assignment. The footage is also from a distance so any identifiers may not be readily apparent.
The Van and placement of the guys though makes me think it maybe some sort of VICE or Anti-Gang unit. Though I’ve also heard them called “Jump Out Boys” in slang. They roll around in Vans dressed in tactical gear. And a typical MO. Is to drive up on people as close as possible and deploy. Surprising the suspect.
As close as most City Police Departments can get to “Shock and Awe” without breaking out Armored Vehicles and Riot Equipment.
Only reason I think that is the stances seem comparatively relaxed and it looks like most of are focused primarily on the suspect versus keeping 360 degree awareness. Which while I fully admit to being an armchair civilian. That isn’t the behavior I would usually expect from active duty Spec Ops or Military. Which lends me more towards a Police VICE or Gang unit.

Thanks for doing the actual research on 2 videos with ZERO context.
Looks like an IRS training exercise.
Is there any info that goes along with the video. It would be nice to know the who, what, when, where and why of these videos posted.
This is what I found about Larkspur, Ca. Looks like it happened around Jun 17, 2023

You are correct - I remember exact vid when we were first starting to see what some called soft martial law in early summer.
