This is just my opinion only, I think Eric Hecker has found an interesting topic to talk about and make money from. Maybe he was an X-Files fan growing up and remembers some of the Antarctic episodes. The Truth is Out There and he wants to share it.
As to your question on the DOMs, I found this direct link from the IceCube project interesting. There is plenty to search around and learn about on the main website.
My opinion on how the sensors are capable of transmitting is that they are all hung on a cable, "60 DOMs per string," and the communication cables can also be connected along this same route with the connections all leading to the Ice Top. Everything is then collected in the IceCube Laboratory (the building with the louvers 😉) and all of the data is compiled and then transferred accordingly. They probably didn't have StarLink when they started but I bet they do now.
