Are we sure they're all US soldiers? Supposedly the Chinese got caught running secret military/police stations in NYC. Could these be UN troops choosing not to wear blue hats?

There have been armed military in Penn Station for at least 7 years. That said, I have not seen the military vehicles shown in the video before but then again I do not live in the city so the vehicles could be something new.
