steer, drive, pilot, direct, manage, conduct, guide, control, govern

Mens, Mentis:

courage
mind
plan, intention, frame of mind
reason, intellect, judgment

-ment suffix is used to indicate the plan, intention or frame of mind of doing something.

Government.= Gubernare-mentis = Plan/Intention/Frame of mind of steering = Steering the people.

Consider other Latin words that end with -ment. For example Internment:

Internum:

domestic
inward, internal

Internment = internum-mentis = Plan/intention/frame of mind of confining someone inwards. It DOES NOT mean "confining the mind" as per this logic.
