These are very weak people who have probably been abused themselves. I'm no expert, but I think they are so desperate to exert some power over someone, it has to be someone even less powerful than they are, thus children.
Abuse is a cycle, and it is a difficult cycle to break from the outside.
But individual responsibility comes into play, so though one can pity someone for their history of abuse, we must always remind them that they made those decisions and they deserve to suffer the consequences for continuing the cycle.
In the end, the only people who can truly stop the cycle are the people themselves.
I guess this was easier before the perversion of society's moral compass.
