This is ALL immigrants changing their status inside the United States, and in my case it's blocking my wife's IR1 immigration visa. I have hired people to look into legal options, and the advice I have been given is there is nothing that I can do as far as a waiver goes, because it's completely up to the officer to grant a waiver, and if we get denied there is both no way to challenge the denial in court AND it would prevent us from getting a non-immigration immigration visa having a rejection on her file.

I don't think it's for renewals. As for farming for doctors it's kind of hard, the CDC doesn't provide a list of contraindications for COVID like it does for other vaccines. If you're over six months old then it's so safe and effective that there's no reason not to take it according to the CDC. So I was told by the doctor the only box they could check was for religious reasons.
As for the waiver I followed up with legal advice, it's impossible to tell what USCIS will approve or not approve and if it's only for the COVID injections they're likely to revoke it and REALLY ban us from the country.
So if the requirement is removed then we can proceed, otherwise we might need to give up and find ways to visa hop to another country.
Damn, yeah... it might not be worth risking a all-out denial... And just find a way to wait it out until these requirements are removed.
It just sucks though, the process itself takes like two years.... to get all this way and have this happening is frustrating :(
