2nd car would be rhe detonator. If the bomb was small it may have been Magnetic ied. The people driving may not have even known It was there. A trigger vehicle would follow. I worked k9s at Iraqi red/green zone gates and we got one of those detonated in our secondary search pit. Guys that did it were on a bridge they could view from.
