The ham people are a bit nuts and will track and report you for not being registered. For practicality, go gmrs. You can pay $10 for a 5 or ten year "license", or not pay at all and use it wherever you want (as most do). There has never been any enforcement activity on gmrs, the ham guys love to point that out.
