I lived in Northern Cali for a short time. Twice a year they give bus tickets to the the homeless to go up to Eureka where there is a homeless encampment in the woods outside of a Walmart called Hells Kitchen. Then about six months later they offer bus money to go back down to San Francisco. Its possible thats what happed but Im not sure
