Whether his story is true or not (I dont believe it is) there had to be a trial, anything documented, to get FDA authorization (as opposed to approval). Its how they trick the results. EG they may say they had 100 people participate. They dont mention that 75 died. They may say they dropped out or 'did not complete the study'. So of the 25 who survived they say 'of those who completed the study 100% had little or no adverse effects'. Then they list minor things like headaches, soreness etc. Then too there is no followup on those 25 survivors. It could be they died within a year following the study.
