I think all LAs should be comprehensively audited including the close relatives and associates of those in leadership positions or with financial control authority. I recall during the Icelandic banking crash it came out that lots of LAs were sitting on millions in funds invested overseas instead of being spent on services, they are financially pillaging their constituents to feather their own nests with zero accountability
