I believe Kissinger was also the architect behind the wildly popular model of continuous, never ending, unwinnable wars. Basically how the US deals with wars from Vietnam onward.
The concept predates him, but he very well may have been a significant contributor to its eventual success.

Successfully unsuccessfull.
Success meaning the plan has been effective. We have been at war nearly endlessly for decades. It's still evil, and I hate it, but it's here and has been.
