A friend of mine from northern Illinois, who travels to Southern WI for work daily, has shared with me that they have seen in the Park and Rides along the freeway they are littered with RV's and tents. In the very early morning hours of the day they have even seen another country's flag flying from those RV's. From the colors, it might be the Columbia flag.

I've mentioned that they are probably some kind of migrant stop where people are told to look for the flag. Wouldn't surprise me if it was gangs or cartel either.
