Central heating is managed by the city and nearly always comes from combustion, prices are market based. Apartment blocks without central heating and electric boiler suffered the most as their heating would depend on their landlords ability to pay.
Municipality owned housing is nearly always connected to central heating. Single family homes can use whichever heating solution they want obviously because you'll own your house. Tho most use electric boilers which historically has been cheap.
Maybe send them some hot water bottles and hand-warmers. Woolly hats? It certainly is messed up, because they prolly can't light a wood or coal-fire, either?

Yes it's messed up,they live in Malmo and own an apt. I belive. They are old and have health problems dropping the temp. Doesn't do them any good.

They have plenty of clothes, they don't have a fire place or any extra heat. They are not poor, they just don't have any heat.
