If you believe surveys 6.1% of the population of the USA work for either for their local state government or the federal government. I personally don't believe the stats, I personally believe it's much higher and recall hearing a much higher figure at some point in the past, but am having a difficult time verifying due to a heavily restricted internet search engine, but regardless 6.1% of the population is still too high of a percentage for government employees. These are generally the people who are just like welfare recipients, they won't let go of their perks without a fight. They are a hindrance upon society due to their loyalty for a paycheck. These are the people standing in our way preventing us from financial freedom.

I think the word you want is parasites.
6%? No, if you count government contracts to private companies, it's well over 50%
